With the rapid growth of China’s highway mileage, the importance ofhighway daily maintenance is increasingly prominent. During the actualprocess of highway daily maintenance, some unexpected incidents such asinclement weather, vehicle failure, abnormal traffic conditions areencountered, which makes existed initial plan unfeasible. How to handle thedisturbances with such an efficient and timely way that the changing of theinitial plan is minimum after adjustment has become a sophisticated problemin highway maintenance real-time dispatching.In this paper, firstly we designed an intelligent management frameworkfor the highway daily maintenance. The original problem of the highwaydaily maintenance real-time model was described and analyzed and theobjection function was constructed. The drivers and the highway authoritieswere analyzed as two main object of study. The construction of acorresponding disturbance measurement function was made, and differentweights were given to different objections to establish the objective function.Then a heuristic algorithm based on greedy algorithm and plug-in algorithmwas designed to solve real-time dispatching model for the highwaymaintenance real-time dispatching model.In the end of the paper, examples were designed and solved to verifythe validity of heuristic algorithm. The real-time dispatching algorithmdesigned in this paper overcome the traditional global optimizationalgorithms’ shortcomings of somewhat unreasonable and plan in advanceand effectively reduced the disruption brought from the disturbing events tothe highway daily maintenance system, which achieved the goal of the minimum of the deviation of the original plan route and the cost.
