Based on the basin and engineering characteristics of Zhangze multi-reservoir in Changzhi, ShanXi, this paper presents a real-time optimal flood dispatching mathematical model for this system by using Systems Analysis Methods. The mathematical model is considered the minimum total flood storage as objective one. It also gives the coupled constraint conditions for parallel-serial reservoirs by using the Muskingum Flood Routing Method. The solution of the model is reached by Progressive Optimaliry Algorithm (POA) which can effectively overcome the dimensionality obstruction which is difficult to the traditional Dynamic Programming so as to improve the velocity of calculation.In order to forecast real-timely, transmit and treat the current hydrologic data, this paper presents the advanced method for Rolling Decision Making to realize the real-time flood dispatching for the multi-reservoir system. By this method, flood dispatching decision for the current stage can be made, which makes the initial state of reservoirs for the current stage embody fully in the process of flood dispatching decision making so as to improve the accuracy of calculation.In addition, full function and good utility software of flood dispatching for Zhangze multi-reservoir were developed in advanced computer programming language based on the Windows X in this paper.Finally, the example of the typical flood dispatching calculation forZhangze multi-reservoir system applying the real-time optimal mathematical model is given in this paper. The results prove the possibility and feasibility that the water level restricted in flood period could be raised properly and improving the level of water resources utilization. At the same time, the results also show that this real-time optimal flood dispatching mathematical model is of the science, rationality and credibility. It can be a reference to other reservoirs.
