Under the background of Policies in China to promote cultural industry become apillar industry of national economy, in recent years, the domestic various types ofcultural industry park constantly emerging, a group of national cultural industrydemonstration zone, twinning with a close relationship with the region and urbandevelopment, out of a lot of successful development model.Under the guidance of development strategy target that Shaanxi province putforward to be a strong cultural province, from2003, Xi’an Qujiang New Districtstarted with "culture district, tourism district" as the basic concept, formed a "cultural+travel+living+commercial" mode of operation. In2007, it was awarded the first"national cultural industry demonstration zone" by the ministry of culture. At present,Xi’an Qujiang New District is on the key nodes that the first phase has been basicallybuilt, the second phase has been fully launched. In the past11years, Qujiang Modelmade remarkable achievements. However, there are still some in industry development,urban development core problem to research and solve further. Facing these problems,it is necessary to discuss whether the old development model is still applicable to thefuture, clear the development direction of the future.Xi’an Qujiang New District it possesses the characteristics of the urban newdistrict and cultural industry demonstration zone. First, the paper start from theperspective of the above two, construct the theoretical model of development mode ofCultural Industry Demonstration Zone, which could be divided into start-up stage ofdevelopment, development and maturity. City new district development elements canbe divided into the overall development, management, and management three aspects.Cultural industry development factors can be divided into four aspects: industrialdevelopment platform, operation mode, industry environment, and the brandmarketing. Third, the paper combining with the current situation of the development ofQujiang, summarizes its overall development pattern for ", which is based on culturalresources, urban operation as the core, based in the public culture, with a whole newcity district development support to promote cultural industries gathered anddevelopment." Thereafter, based on the characteristics of the different stages of newdistrict development, clear the Xi’an Qujiang New District is presenting in thedevelopment stage. Respectively from the overall development level and industrydevelopment level, management level, brand marketing level comb starting period(2003-2008) and the developing mode of development (since2009). Then put forwardthe direction for the future of qujiang, under the ideal mode of cultural industry park,and put forward the maturity of qujiang cultural industry park development goals.Finally, the paper put forward corresponding planning strategy, promotion strategy,including industry development urban function layout strategy, the optimizationstrategy for land use and transportation planning strategy, the public service facilitiesplanning strategy, cultural heritage protection strategy, and so on, which could providea reference for planning and construction of Xi’an Qujiang New District.
