Research On Interactive Development Between Urban Scenic Area And Settlement Of Xi'an Qujiang New District

With the basic construction of Xi'an Qujiang new district (first phase) completed, the mode of relying on joint development of urban scenic area and settlement to promote the development of the new district has yielded. Not only the development situation of tourism is good, but settlement construction also won the "China Habitat Environment Award", it has become a successful story for the city who want develop both the urban scenic area and residential area. But by the comprehensive view, the development of the two is not completely perfect, whether from the actual use or the evaluation of the planning and design, there are still have some disadvantage, therefore, to assess its construction status and to find out the shortcomings, and then find out the development strategy to enhance interaction between the two will make the urban scenic area and the settlement more harmonious, and do some favor to the relative district's development.Through the analysis of the actually using condition between the urban scenic area and the settlement, first , we make sure that the urban scenic area's development could lead the settlement's development, and then evaluate the development condition of the urban scenic area and settlement by the user's view, finally, we find the main interactive insufficient aspects lay in the road system, public service and the landscape system. Depending on the basic result, through collecting the urban scenic area and settlement's material, do survey and analysis on the spot, we find the main problem and the reason. By referring the excellent theory and practice from home and abroad, this paper finally find the strategies in the relative field as follow: through making reasonable road network density and improving the road network structure to optimize the road system, strengthening the public service facilities to reduce unnecessary travel and other transport to strengthen the interaction in the field of road traffic; through making reasonable decision in the total commercial services, content and layout to strengthen the interaction in the commercial service facilities; through establishing a reasonable mechanism for planning and construction of public facilities, strengthening compositely applications of public service facilities to strengthen the interaction in the field of public welfare facilities, through making the reasonable constrain principles in height-control plan, enforcing the harmony degree in the mutual coordination of planning and design on both side, and do appropriate remedial measures to the damages to strengthen the interaction in the field of landscape in horizontal aspect, through referring the characteristics of the urban scenic area to determine the landscape style of the settlement to strengthen the interaction in the field of landscape in vertical aspect.
