Research On The Development Of Urban And Rural Integration In Metropolitan Fringes

Urban-rural integration is a new type of urban-rural relationship which takescities as the center, small towns as the bond, and villages as the basis, characterizedby the interdependence of urban and rural areas, mutual benefit, mutual support,coordinated development and common prosperity. It has become an importantstrategy for China to achieve the goal of establishing a moderately well-off society ina comprehensive manner. The marginal zones of big cities are where the urbanelements and rural elements meet and permeate with each other, thus take on thefeatures of both “cities” and “villages”. Therefore, the marginal zones have becomethe front edge of implementing the development strategy of urban-rural integration,the development of which has gained enormous attention within the academiccommunity.This paper focuses on the development of urban-rural integration in the marginalzones of big cities. It starts with the analysis of the development features of theurban-rural integration in these areas and the dynamic mechanism so as to grasp thedevelopment rules, as well as the external and internal driving forces for development.Next, based on an in-depth analysis, several modes of urban-rural integrationdevelopment in the marginal zones of big cities are summarized on the basis of threeaspects, i.e. industry drive, motivation of major projects and spatial form. Theurban-rural integration development system is then proposed, which includes fiveaspects, namely urban-rural integration of industrial development, function space,public services, infrastructures and ecological conservation. Hopefully it may serve asa reference for the mode selection and practical implementation of the urban-ruralintegration development in the marginal zones of big cities.Finally, the development mode and system of urban-rural integration in themarginal zones of big cities are applied in the practice of the urban-rural integration inJinnan district of Tianjin. In light of the development status and problems of Jinnandistrict,“scientific and ecological” mode is selected as the major mode of theurban-rural integration development. By taking into account of the system, theimplementation proposal and coping strategies are come up with concerning theurban-rural integration development of Jinnan district.
