Waterway transportation plays a quite important role in economicglobalization, with the sustainable development of global economic and thecontinuous grow of world shipping, undertaking over90%goods volume ofinternational trade; the trend–“Busy, flowing and grand ship” speeds up itstraffic density rapidly, and then there are more kinds of accident and dangeroverwater, that is harmful for ships and crews. Therefore, it has been a mainwork to operate water SAR in a timely and efficient manner all over thecountries and regions, maximally avoid or reduce loss of life and property.Currently, the system of water SAR is guided by the government, the centerattributing to its bodies is for negotiation and command, while put in somesocial force.This text put the “civil society”“social governance”“public finance”and more theories to use; analysis the role the Non-Corporate Organization should play in water SAR center; find the system is not enough smoothly, themechanism is lack of improvement and so is the security funds, and more issues,all these above can’t meet the need of social public service. Therefore, this textis based on the individual case originate from Nantong water SAR, analyses itsfunction, limitation and cause systematically when emergency rescue occurred.It proposes a targeted suggestion from the perspective of Non-CorporateOrganization how to improve water SAR system and structure so that ensureSAR can play their own part fully, and increase success rate of it practically.
