The growing problem of climate to global warming as the main feature poses aserious threat on human survival and development of the social economy. Greenhousegas and carbon emissions generated by human activities are the important cause ofglobal climate change. In2013the United Nations Climate Change Conference inWarsaw further emphasizes the reduction of greenhouse gas emissions to mitigateglobal environmental crisis urgency. Urban transport is a major source of greenhousegas, and how to reduce carbon emissions from urban transport is particularly important.Currently developing a low-carbon transport has become the world studied attention.However, once identified urban spatial structure, urban transport carbon emissionsthrough technological innovation is difficult to change. So, we need to find ways toachieve a low-carbon transport from the fundamental of the city layout planning.The paper gives a research on the urban spatial layout planning from theperspective of low-carbon transport strategy taking Baoji as a typical ribbon city as anexample. As the purpose to low-carbon transport, it analyses the urban space layoutpattern. As the support to urban transport carbon emissions data of Baoji, it plans theurban layout based on low carbon transport strategy, and are analyzes and evaluates theplanning scheme.In this paper, firstly, the research of low-carbon transport and urban layout issorted. The relationship between low-carbon transport and urban layout is analyzed.The development experience of urban layout typical cases is summed up in thelow-carbon transport strategy at home and abroad. It is concluded that the urban space layout determines the level of urban transport carbon emissions and the reasonableurban space layout can achieve low-carbon transportation. Secondly, combining BaojiCity traffic situation, the urban transport carbon emissions is estimated by theapplication of the “bottom-up” mathematical model. Finally, combining with thelow-carbon transport and urban space layout model, it proposes the urban layoutplanning scheme under low-carbon transport strategy, analyses and evaluates thescheme. It points out that the compact multi-center group-style urban space layoutdominated by public transport can achieve a low-carbon transport from the root. Thestudy contributes to the city manager to plan urban layout scientifically, and activelyguides the development of Baoji low-carbon transport, and achieve sustainable urbandevelopment. Meanwhile, it provides draw lessons and theoretical reference for theurban layout planning of our small and medium sized ribbon cities under low-carbontransport strategy.
