The idea of Low carbon cities is proposed for years, the practice are launched in a wide range of areas at home and abroad.But it is very lacked of the theory, the method and strategy research in low-carbon cities spatial planning. We tried to promote urban construction practice of low carbon development by space planning theory, but the researching only just keep on the qualitative level, not in quantitative level.This paper tries to use the theory with practice method to probe into the countermeasures of low-carbon spatial planning based on low carbon demonstration area construction as the goal, the space planning for the carrier, with carbon emissions scene simulation analysis as the method, take the urumqi Xishan district planning new city as a case.And it attempts to provide reference in the construction low-carbon space for xishan new area and other similar areas.The formulation of plans for will have to think out of the traditional planning framework.So,it introduces the low-carbon idea to innovate low carbon space planning technology,constructs the carbon audit quantitative standard model, designning for space planning to provide direction, xishan district built for low carbon ecology model district to provide space planning guide.This paper is divided into six chapters:Chapter1:Introduction.Largely including selecting background, research progress at home and abroad, the theoretical source of this paper, content and the framework, methods and the innovation.Chapter2:The present situation assessment of carbon emissions in Urumqi.Largely including the general situation, high carbon emissions mechanism as well as the problems in the low carbon emissions fields in Urumqi.Then,the author analysis the advantages of Xishan new area.Finally, it come to a conclusion that it is necessary for the Urumqi to construct low-carbon demonstration area,and it is feasible for Xishan new area to construct low-carbon space.Chapter3:Space programm formed under the different value target. Fistly, analysising the space factor determine the demonstration and industrial development planning position,then author pointed out the overall strategic thinking which is "three transformations" and "three big system". On These Foundations,it forms three development intensity of space planning under the different value target.Chapter5:Space planning countermeasures research under the low carbon vision.This paper discusses the concrete measures from three aspects which is regional space coordinated development, ecological security network pattern and compact orderly space structure.Chapter6:Conclusion and prospect. Summarize research conclusion, point out the existing defects and deficiencies in this paper,and discuss the low-carbon cities space planning research in the future.
