The energy-saving renovation of existing buildings in northern heating region ofChina is an important subject in the field of building energy conservation, and it’s partof the strategy of “energy conservation and greenhouse gas emission reduction”in China.According to the “the Twelfth Five-year Plan”, there are over400million square metersbuilding to be renovated, and the Northern China is the key-region. Due to the highcosts and positive externalities, there is a need for cost-benefit analysis to encourageenergy-saving renovation projects to carry out in large scales.This thesis gives acost-benefit analysis on the energy-saving renovation projects in northern heating regionof China.Focusing on the Cost efficiency problem, the thesis developed a framework foreconomic analysis of energy-saving renovation projects, defined the incrementalcost-effectiveness ratios, and derived a set of formulas for measuring the economic andenvironmental benefits of the projects. Considering the exhaust emission of the extrabuilding elements and other emission reduction in the whole life cycle of the building,the thesis derived a computation formulas for measure the externalities of the projects.The4#building in the community north-west of Tsinghua University was studiedas an empirical case. The thesis carried out a cost-benefit analysis on the projectexecuting in this building with the data collected in the community, and measuredeconomic and environmental indicator of the project. The results indicate: theinvestment payoff period of the energy-saving renovation project is between14and16years; The benefit-cost ratio of exterior wall reconstruction is the lowest in all thereformationmeasures. A breakthrough in this part can greatly contribute to the overallcost efficiency; The project is highly environmental friendly, and it can effectivelyreduce the energy conservation and greenhouse gas emission. With reasonable capitalallocation model, the investment of the proprietor can be paid off in6to7years; Withevery yuan the government spent, the energy consumption can be saved by24.8MJ, and0.31yuan worthy of greenhouse gas emission and be reduced. In the whole life cycle ofthe building, the total CO2emission reduction can be up to500ton, the SO2emissionreduction can be several tons, the emission reduction is Significant. By the means of DANA and MarketResearch, the thesis identified the key pointsand the restrainingfactor of the Building energy efficiency market, and summarize thecurrent situation and the practical difficulties of the energy-saving renovation projects innorthern China, In the end the thesis gave policysuggestions on the Implementation ofmarketization of energy saving of buildings.
