In recent years, with the development of Chinese social and economic status, thewhole society has seen fixed investment rapid growth, the urbanization quicklyimproved, the construction industry has become an important part of national economy.However, because the construction industry is a labor-intensive industry, with the profitmargins are low and there is serious competition; Another problem factor is that ourcountry‘s construction management is extensive and far from meticulous inmanagement, this has resulted in low profit margins in the construction industry.Especially after the world2008economy crisis, four trillion RMB investment and activefiscal policy, played a great role in the construction market, most of the constructionenterprises rapid growth and production scale is expanding fast.But the number ofmanagers personal control ability is no corresponding increase and the company’smanagement system is failing to keep pace. As result the meager profits seriouslyhindered the benign development of construction enterprises. In today’s competitivemarket environment, the construction companies are weathering survival anddevelopment, the core question is the companies be able to reduce the project cost. Thekey to decide construction industry long-term development is cost management mode,effectively reduce the project cost and obtain the competitive.this is the major concernfor all of the construction enterprises operators.In this paper we will look at the Y construction company’s analysis, based on thetheory of project cost management, both at home and aboad using the Y constructioncompany’s project cost management as the research focus, based on the costmanagement mode. There are four main components: the organization, managementsystem, management processes and management resources, adopts expert gradingmethod. Given that the project cost management of the Y construction company hasbeen carried out with though analysis, it highlighted that in the management process, theincentive constraints mechanism, human resources managements three aspects, the Yconstruction company’s project cost management mode is optimized and has formed anew set of project construction cost management models. The contrast presentsituation has carried on the thorough analysis, pointed out that in the managementprocess, the incentive constraints mechanism and serious problems in the three aspects of human resource management; And combining with the specific situation of the Yconstruction company, from the serious problems of project cost management process,the incentive constraints mechanism, human resource management three aspects, the Yconstruction company’s project cost management mode is optimized, perfect, formed anew set of project construction cost management model, and contrast analysis of thedifferences between the old and new two modes; Finally through the new costmanagement model in popularization and application in the RC residential projects,demonstrate the obvious effects in the new management mode, further verified theeffect of the project construction cost management mode and practical.Through the study of this article, the author based on years of experience in projectcost management and the practical application in the RC residential projects, with a linkto target management theory and the theory of project manager responsibility system,the combination of people-centered, focus on the project cost management, from theoptimization of the project cost management process and improve the incentiveconstraints mechanism, strengthening human resources management, etc., optimize theY construction company’s project cost management mode and perfect, project costmanagement for the Y construction company put forward the solution, but also for thestate-owned construction enterprise project cost management model provides reference.
