Research On The Design Management Of Government Investment Projects

Design is an important part in the whole process of project construction,as well as biding,construction,project acceptance and handover.The level of design management is directly related to the design quality,and even more or less to the quality,schedule and investment control of the whole project.It plays a key role in the successful implementation of the project.Design is an important stage in project construction,but design management can not be simply defined as the management of the design stage.In fact,it continues throughout the whole construction process,including project approval,land permit,feasibility study report,design program,design bidding,design scheme and estimate,initial design and budget estimate,construction drawing design and budget,biding,construction,and even to the project completion,final acceptance and putting into use.Therefore,designing is the key point and critical part in the management of the projects.The construction owners should attach great importance to the design management so as to promote the construction.At present,the construction owners in China normally manage the design work in the traditional administrative ways.After the reform and opening,the construction market is gradually getting more mature with the guidance of market economy.The self-management ability of construction owners is also intensified.But there are still many aspects that deserved to be optimized.Simply copying the foreign modes cannot fully solve the existing problems in the design management process for the construction owners.This paper is to analyze the design management work of the government-invested public construction project,from the point of view of the construction owners(government institutions),and to systematically elaborate on the complementarity between construction owners and designers.It also analyzes design management goals,process,key points and requirements for the construction owners in the whole process.By analyzing the elements of design management,it is put forward that several design management methods for the construction owners,such as the full lifecycle design management,standardization design system,complementary relationship between the construction owners and designers,as well as post-evaluation systems by the construction owners,etc,which will bring forward valid solutions to the design management in the large scale government-invested public construction projects and city regional projects.On this basis,some actural projects which the author has participated are taken as typical examples of empirical evidence,including Guangzhou International Financial City starting area and Guangzhou Chess Institute.And good results are achieved of design managment,which provides an important reference for the design management of government-invested public projects.
