Study Of Management Of Engineering Economic Visa Of Government Investment Projects

Government investment projects are those projects,which put the investmentsubject as Government’s financial capital construction funds.And they should havemore stringent management procedures.Project visas include the duration visa andeconomic visa.And the mode of current economic visa is mostly limited to concurrentcontrol in the construction process,but the effect is not ideal.So this paper, based on thebasis of extensive literature and engineering instance,described some managementmethods and ideas of economic visas in the tracking audit of the governmentinvestment project.The main achievements are as follows.(1) It put forward the idea of the whole process theory of visa management. From thewhole course of cost management of construction articls to the follow-up audit of thegovernment investment projects,It moved foward and extend back concurrentcontrol,which is the traditional visa management.And the paper got four stages of visamanagement.Specifically: bidding phase; contract signing phase; construction phase;completion of settlement stage.(2) In this paper,the financial audit center or financial intermediaries is proposed as themain body of economic visa. From a professional perspective and the point view offinancial evaluation functions, this paper put forwards systematically that the mainbody of economic visa of government investment project can only be the principalfinancial audit center or financial intermediaries.(3) Changsha Liuyang River Tunnel project, for example, a detailed description of thedetails and methods specific tracking process, can use as operating procedures. In thecycle of full life,a number of large and detailed cases pointed out the situation and theway of dealing with when specific tracking will occur.
