Xinjiang is a water shortage province, do research on the efficiency of industrial water isfavorable for Xinjiang to optimize water’s distribution. Then further promote the sustainabledevelopment among resource, economy and society. Based on the data of2011, the paperevaluates the developing level of circular economy and analyses the efficiency of circulareconomy in Xinjiang compared with other provinces and cities in China using greycorrelation analysis and data envelopment analysis, aiming at evaluating the developing leveland analyzing the efficiency of circular economy in Xinjiang. The result shows that Xinjiangranked28in the developing level of circular economy and39.7%effectiveness, scale returnsin a descending stage. The paper further finds the evident gap among Xinjiang and otherprovinces in China and the weakness of Xinjiang—the input redundancy ratio of energyconsumption and water consumption per ten thousand Yuan GDP is16.72%and37.47%,extensive use of energy and water resources restricted the efficient development ofcircular economy in Xinjiang. Finally the paper puts forward the corresponding measures forpolicy reference to promote circular economy develop better in Xinjiang.Based on the development level and efficiency of circular economy, the waste of wateris very serious, the efficiency is very low, so study on the relation between the efficiency ofindustrial water and circular economy, and then the results show that there is positive relationbetween the efficiency of industrial water and circular economy, so improve the efficiency ofindustrial water in Xinjiang is the effective way to promote circular economy in Xinjiang.Under the background of this, in this paper, DEA is used to estimate the relative efficiency ofindustrial water in Xinjiang. Using data from2005to2011for fifteen prefectures in Xinjiang,this research selects productive water usage, employed persons, land area and fixed assetinvestment as the inputs, and choose gross regional product as the output. The scaleredundancy ratio and technical redundancy ratio are also calculated. On the basis, the waterutilization relative efficiency is calculated for every prefecture and the spatial-temporalvariation of regional industrial water distribution are discussed. Then this paper analyzes therelation between the efficiency of industrial water and circular economy. The spatial analysisshows that the relative efficiency of industrial water utilization is distinctly different amongthe fifteen prefectures. Agriculture-oriented areas have relatively low water use efficiency, mainly due to the large proportion of agricultural water and seriously wasted water. Everyprefecture should adjust the industrial structure and strengthen the agricultural water’sconservation according to their reality. There is significant positive correlation betweenefficiency of industrial water and efficiency of circular economy in Xinjiang. Improving theefficiency of industrial water is the effective way to promote circular economy in Xinjiang.After calculated the efficiency of Xinjiang and15prefectures, this paper then furthermeasure the economic growth effect, industrial structure effect and water utilization intensityeffect of driving mechanism for water utilization change in Xinjiang from2005to2011, andthe spatial-temporal differences are analyzed: On the basis of the Laspeyres index and acomplete decomposition model, the total-factor decomposition model was constructed in thispaper to measure the economic growth effect, industrial structure effect and water utilizationintensity effect of driving mechanism for water utilization change in Xinjiang from2005to2010, the rebound effect was analyzed. The contribution ratio of each effect on waterutilization change was calculated and the temporal differences of these effects were analyzed,this part concludes that Xinjiang is currently in the middle stage of industrialization,economic development has greatly boosted the industrial water’s utilization in Xinjiang from2005to2010, and the pulling power is very rigid, therefore at present xinjiang is difficult toreduce industrial water utilization. However, the intensity of water utilization and industrialstructure restrain the industrial water utilization in Xinjiang, the adjustment of industrialstructure and the reduction of intensity of water utilization restrain the industrial water’sconsuption strongly. So Xinjiang should adjust the intensity of water utilization and industrialstructure to reduce the consumption of water resources. The total-factor decomposition modelwas also applied to measure the three kinds of effect of15cities in Xinjiang for the period2005-2010and these effects are clustered in space, then the spatial difference of effects wascarried out. The results show that the economic growth show positive driving effect onindustrial water utilization of15regions in Xinjiang, industrial structure and intensity ofwater utilization basically drive reduction effect on every region’s water consumption.Although the effect trend is same, the intensity of effect varies from place to place. Thereforethe government needs to establish the corresponding policy according to the reality of everyregion’s economic development, industrial structure and intensity of water utilization. Everyprefecture should adjust its industrial structure reasonably in order to set up a new industrial structure suitable for circular development in Xinjiang. Meanwhile every prefecture shouldintroduce advanced water-saving ideas, technology, equipment etc. to improve water useefficiency, strengthen technological innovation and cooperation with the surrounding regions,finally promote the further development of circular economy in Xinjiang.Finally, based on these above analysis, this paper predicts and makes early warning ofthe efficiency of industrial water from2012to2015in Xinijang using Grey Prediction model.The research results show that the efficiency of industrial water will be increased in Xinjiang,the factors that bring the improvement is not technology, but the increasing amount ofindustrial water and GDP. However, this improvement is not sustainable development, so thegovernment should input more money, people etc. to technology research, absorb andinnovate water usage technology etc. to improve the efficiency of industrial water, and finallyrealize the sustainable development among resource, society and economy.
