Study On The Extension Of The Utilization Of Water Resource From The Perspective Of Circular Economy

Water resource is an essential element of social and economic development. China iscountry which is shortage of water. With the rapid growth of economy and sharp increase ofpopulation, the shortage of water resource is an important bottleneck of restricting thehigh-speed development of our company. The old structure and modes of the utilization ofwater resource can not satisfy with the current situation any more. Developing the circulareconomy of urban water resource is able to contain the deteriorating trend of urban waterenvironment radically and effectively and construct cities with ecology health and friendlywater environment. The paper seeks for the ways and methods of the circular economy of theutilization of water resource based on the coordination and unity of human, nature, economyand resource.Firstly, through filed investigations and data collection and based on referring to thedomestic and foreign studies on the utilization of water resource, the paper applies extensiontheory, rhombus-thinking mode and in extension choiceness evaluation in extenics from theperspective of circular economy and conducts an in-depth analysis of resource utilization.Secondly, the paper adopts the method of evaluation, conducts a multistage divergentconvergence analysis of the influence factors of the utilization of water resource by takingadvantage of rhombus-thinking mode, starts from five aspects including social progress,economic development, ecological environment, resource consumption and cyclic utilization,establishes an evaluation index system of the utilization of water resource from theperspective of circular economy, determines all levels of index weight with entropy method,applies the method of extension multi-factorial evaluation and builds the extensionevaluation model of water resource from the perspective of circular economy. Finally, the paper conducts an empirical analysis by taking Xi’an as an example and finds that Xi’anbasically solves the problem of the domestic water of residents, improves the awareness ofcyclic utilization and water conservation and keeps a good balance between economicdevelopment and the consumption of water resource with the development of socialeconomy. In the meanwhile, the paper advocates the reasonable development of economy,strengthens the construction of ecological environment, timely adjusts the structure and scaleof the cyclic utilization of water resource and continually improves the utilization level of thecircular economy of water resource.The paper firstly applies the extension theory to the evaluation of water resource,establishes an evaluation index system of the utilization of water resource from theperspective of circular economy and improves the adaptation and utilization value of theevaluation index system.Practice shows that the model obtained is workable. The extension multi-factorialevaluation can reflect the degree of he utilization of the circular economy of water resource.And provide the improved measures of the existed problem. Thus, the paper providestheoretical basis and practice guidance for the government, municipal water associations anddecision-makers to manage water resource.
