Recently, along with the national strategy of "Belt and Road" putting forward, a new round of infrastructure construction has already begun. The implementation of the strategy will produce a large number of linear engineering inevitable, which including railway and highway construction. A large number of excavation slopes must come into being rapidly. The stability is related to the schedule and safety about projects. Evaluation of stability must be done in a short time, which is not only the requirements of efficiency construction, but also maximizing the benefits of it. In this paper, with the side slope of expressway in the south of Anhui Sheng, which across the mountainous named “Tang-Tun and Huang-Ta-Tao Highway”, based on the 77 slopes and the detailed investigation, and combined with requirement in stability evaluation of the slopes in the early of the engineering construction, a rapid assessment method was studied for the slope stability evaluation, Detailed achievement made as follows:(1) The establishment of the fast evaluation index system of slope stability. Considering slope geometry, structure characteristics, rock mass characteristics, inducing factors, such as the four factors, we put forward to the form of structure body, structure pattern of rock mass, the combination of significant zone of weak and occurrence of cut slope, discontinuities type, lithology combination characteristic, the strength of rock mass, slope height, slope gradient and rainfall to evaluate the evaluation indicators of the project, and further refined into categories for calculation with quantification theory, which based on quantification theory is established for quick evaluation index system.(2) Based on the theory of quantification, fast quantitative evaluation method of the slope stability is put forward. Contents include: Setting up the index quantification matrix; Based on project contribution and reduce project method and then filtrate the index; using partial correlation coefficient, variance ratio and range to sort the importance of the project; The mechanism of slope stability, considering the combination of significant zone of weak and occurrence of cut slope, discontinuities type, lithology combination characteristic response to the slope,under rainfall. Conducted a series of 18 trial, the calculation to obtain a set of index correction coefficient matrix under the condition of rainfall.(3) Based on the theory of quantification, rapid evaluation model of the slope stability is established. By quantification theory calculation to obtain sample points, using the method of ratio to define safety factor of slope, and then put forward the formula of safety factor K; The sample points of the transformation into calculation results of the K value based on quantification theory Ⅲ, which was applied to the model of quantification theory Ⅰ to build multivariate linear model based on quantification theory Ⅰ; On the basis of it, a suitable and fast quantitative form for field work was established.(4) The fast evaluation model was applied to the Huang-Ta-Tao Highway slope stability evaluation, and good results have been achieved. In Huang-Ta-Tao Highway slope stability evaluation of the application, the accuracy is 78.8%, although misjudgment accounted for 11.2%, but the results of all misjudgment result than the actual slope evaluation to be conservative.
