In recent years, along with urbanization acceleration, urban land expansion and improvement of people’s living standards, the speed of traffic demand is far exceeding the growth in traffic network carrying capacity. Resulting in the doubled pressure to roads, traffic congestion has become the norm of people’s lives. Cause of traffic jams have many kinds, ease traffic congestion measures are countless. Not only from the land mode adjustment, changing traffic patterns, increasing demand management, regulating traffic behavior and other ways to regulate traffic but also can optimize the urban road network to regulate. By optimizing road network to play its "upstream" in the role of pilot, change urban transportation departments of "passive management", "they have themselves "in downstream.Based on this, this paper is from the perspective of ease traffic congestion. Use the main city of Xianyang City, Shaanxi Province as an example. Based on the grasp of urban traffic characteristics and trends, and then based on "point, line, network" congestion identification model of urban road network distinguish congestion situation and analyze the formation mechanism proposed. Urban road network optimization program and urban road network running smooth safeguards are proposed in the last. The main conclusions are as follows:(1) Establish the urban road network traffic congestion recognition model. From the "point", "line", "network" the three dimensions to identify the urban road network traffic congestion, use urban road network traffic congestion identifying index ("point of control value" "line of control value " and "network of control value ") to interpret its congestion situation and use ArcGIS to deal with the spatial analysis. Then according to the road network congestion intensity spatial distribution and practical investigation to resolve congestion of the formation mechanism in urban road network, including the road network structure is irrational, road function is not clear, road geometric design is irrational, uncoordination in urban development and construction and transportation congestion management is insufficient.(2) Point at the spatial distribution of the urban road network congestion and formation mechanism, proposed to optimize the transformation of urban road network form road network structure optimization, the urban road network function optimization and cross remake the three major intersections. Where the road network optimization is considering the four aspects:building rapid transit system, the new channel across the river, improving urban road network infrastructure and improving road microcirculation. The urban road network function optimization is considering existing roads clear function, increasing bus lanes to ensure that non-motor vehicle traffic space, creating the beautiful walking environment and other aspects. And according to the actual situation of the main city of Xianyang project a road network optimization plan.(3) From the land adjustment, bus priority, static control, traffic management technical assistance five aspects, proposed urban road network running smooth safeguard mechanism to ease urban traffic congestion.
