Study On The Preparation Of Freight Plan On The Basis Of Freight Organization Reform

Railway freight plan is the fundamental file for guiding railway freight operations and reasonable preparation of the railway freight plan can accomplish the goal of allocating transportation capacity accurately. Preparation pattern of the freight plan has to change from "demand based on transportation" to "transportation based on demand" to prepare the transportation plan according to the "real-freight" under the condition of railway freight organization reform. In this way, study on the preparation of freight plan on the basis of freight organization reform is meaningful for railway freight transportation to build a good connection between "front shop" and "rear factory"This paper begins with the background of freight organization reform, then this paper analyzes the demand of freight organization reform on freight plan, comes up with flexible preparation system of freight plan and designs the study on the preparation of daily retrofitting loading plan. Finally, this paper builds a retrofitting loading model for the daily retrofitting loading plan.Main contents of this paper are:(1) Analyzing the influence of freight organization reform on freight plan and pointing out problems exist in the present preparation of freight plan; coming up with flexibility demand for the preparation of freight plan; building the overall structure for the preparation of railway freight flexible plan based on the principle of marketzing yearly freight traffic plan, customizing monthly and ten day freight traffic plan, actualizing daily freight traffic plan and improving the flexibility of daily retrofitting loading plan.(2) Designing the optimization flow chart of yearly outline plan and coming up with preparation strategies of yearly freight traffic plan by considering yearly freight plan, marketing and historical data mining together; coming up with subdivision unit of monthly and ten day freight traffic plan based on product categories concerning disjunction between monthly and ten day freight traffic plan and practical operations of railway; discussing issues concerning preparation of daily freight traffic plan; coming up with three guarantee measures for the freight plan, namely, verification of "real-freight" order, evaluation of unfulfilled car loadings as well as preparation and implementation of freight plan.(3) Introducing the necessity of daily retrofitting loading plan and establishing the railway freight daily retrofitting loading plan on the basis of analyzing condition, process and priority of daily retrofitting goods systematically; establishing daily retrofitting loading plan model under the condition of regional car loading unfulfilled by taking substitute between different type of cars into consideration; designing a case to prove the feasibility of the retrofitting loading model.
