With serious problem of traffic congestion, Some big cities in China have been increasingly trying to set the P&R facilities now, but the effect is not fully predictable. P&R demand generates from P&R behavior. It is very necessary to conduct a research on P&R behavior in order to accurately perdict P&R demand. Commuting is the one of the most basic daily activities inmetropolitan residents’daily life, and the analysis of commuter travel behavior is of great importance since it has a decisive impact on peak-period congestion.which is now the foremost transportation problem.Motivated by the relevance of the subject in current context, the focus on this research is to present a comprehensive analysis of personal characteristics and commuter activity-travel attributes.which may shed light on travel demand forecasting and TDM measure evaluation. So this paper studied commuters’ P&R choice from the perspective of choice behavior research, and analyzed the influencing factors of P&R. Commuters’ P&R behavior based on the utility maximization theory has been studied. Details are as follows:This paper analyzed factors of commuters’ P&R choice behavior combined with commuters themselves attributes, focused on analyzing the impact of travel characteristics and P&R characteristics, including the impact associated with P&R facilities, the impact associated with rail transport services, the impact of central area of road congestion level, the impact of arrival on time of commuters, the impact of P&R information.The paper selected SP survey method to investigate the design, and the central area of road congestion level was charactered as maximum tolerance car speed, the actual survey would take full account of the impact of the arrival time of commuters, The results of the survey focused on analyzing the willingness to travel of under the influence on personal attributes and travel characterstics.Wald test, Hosmer and Lemeshow goodness-of-fit test, Analogous R2 test have been carried out on the model of inspection, Results showed that the family income, origin, car maximum tolerable speed, transfer walking time, arrival on time, travel cost and time are important factors.Compared with punctuality and no punctuality requirements of two models, it was concluded that fitting effect of a requirement for punctuality model is better, the accuracy is higher. Compared park and ride model paid by individuals with park and ride model paid by units,commuters of parking fees paid by units paid more attention to travel time and transfer walking tme, commuters of parking fees paid by individuals were more easily affected by many factors such as travel time and travel cost.The paper analyzed the sensitivity of the main factors, and considered on the reasonable thresholds of travel costs, travel time, the maximum tolerable speed, transfer walking time under the assumption. According to the size of the travel costs and the difficulty of analysis, it selected a combination of rational and effective travel costs.
