With the development of social economy and expansion of urban space as well as the diversification of travel purpose, the travel space of traveler is being enlarged, the travel mode and the trip structure is becoming ever more complicated. Therefore, these conflicts cause a series of problems like traffic congestion and traffic accident. The urban traffic congestion problem in the AM and PM peak period is especially serious. The central business district (CBD) is a high degree of centralized area from the traffic flow and the people flow, meanwhile, the congestion in the CBD gets even worse. According to commuting travel choice behavior survey data set collected in the CBD of the city of Dalian, China. The travel characteristics and travel rule can be elicited, which has some reference value on making travel demand manage policy for solving the urban traffic congestion problem.A stratified sampling survey of commuter choice behavior was implemented in Dalian CBD. Then the effect factors for commuter travel choice behavior were comprehended. Based on the survey data, the travel characteristics, the trip-chain characteristics, the travel mode choice and the trip-chain type choice of the commuter were analyzed. Meanwhile, based on the cross analysis of trip-chain type and mode choice, a simultaneous logit model was applied to verify the relationship between trip-chain type and mode choice of commuter. Moreover, there was a forecasting to the trip-chain type and mode choice of commuter under a hypothesis of different month-income. Furthermore, through the stated preference investigation of the auto and subway travel mode willingness choice situation from the commuter in the CBD of the city of Dalian, a binary logit model is developed and applied to analyze the relationship among travel time consume, travel cost and the choice behavior of auto and subway when the commuter traveled by a complex trip-chain. The results show that there is a big proportion of public transport when commuter traveled by a simple trip-chain, and the proportion of public transport is small when commuter traveled by a complex trip-chain. Due to the limitation of public transportation service level, the commuter who traveled by auto is adept to carrying out a complex chain, especially the high-income commuters. The later the end time of the trip-chain, the commuter's choice behavior of trip-chain type would be more complex. In addition, the travel time and travel cost saving has a significant influence to the commuter to choice auto or subway. Therefore, in order to attract the commuter in different groups to use public transport, we should aim at the characteristics of the complex trip-chain to advance the traffic demand manage policies which can satisfy different commuter to travel by a complex trip-chain. Also we can improve the service level of subway, such as decrease the wait time of passenger, enhance the moving speed and reduce the ticket price and so on. These measures can promote the commuter to change auto mode to public transport.
