| With the rapid development of Chinese Railway, safety risk management requirements must to be greatly improved. On the one hand, as the railway industry enterprise separately, a railway transport enterprise urgently needed transition to modern enterprises. It has become important issue that how to quickly change roles and traditional thinking, to construct scientific and advanced safety risk management system adapt to The Times development. On the other hand, the operation speed and mileage of High-speed Rail has become the first in the world, and its transport capacity and efficiency has been greatly improved, also the prevention and control of the railway safety risk put forward higher requirements. However, the main method of prevention and control measures is hardware security investment recently, such as monitor equipment, and under the premise of prevention and control measures limited, in the terms of railway teams as the direct executors for risk prevention and control, its risk prevention and control effect of railway teams as direct executors is directly related to the railway operation safety. It can be said, the primary task of risk prevention of railway is to prevent the risk of railway teams. Therefore, it has extremely important realistic significance to research the security risk prevention of railway teams.Analysis and Research on the safety risk which produces to the railway teams self factors, and combined with incentives form a targeted team’s incentive mechanism to control risk of the security teams. The study mainly covers as follows:(1)On the basis of the research of the domestic and foreign security risk management theory, according to the railway team’s composition and characteristics of risk, the risk control measures are divided into three categories and the ideas are put forward that the risks of railway teams are radically controlled through the third risk control measure.(2)Risk factors are found out through an in-depth analysis on the responsibility of railway accidents, which can influence the teams environment, management and the comprehensive quality of human error.The mapping relationship between risk factors and incentive factors is established, and 14 incentive factors are selected to reduce the risk of railway teams.(3) Through the design of the questionnaire survey, the important degree and variance of team’s incentive factors are analyzed with the use of statistical method and then the analysis results are compared with the existing incentive mechanism to control the risk of the railway teams, and railway teams present incentive mechanism problems obtained. Finally, the railway team incentive mechanism proposed measures are given according to the results. |
