| The key of integrated development of the urban and rural areas narrows the supply gaps of basic public services. Because of the fact that the public service facilities are an important part of the new rural ommunities planning and construction, the completeness of facilities directly related to the level of the new rural communities building. With the integrated development of urban and rural policy environment, Chengdu is included" national urban and rural comprehensive reform pilot area". With the rapid advance of the new rural community building in recent years, the Chengdu Plain have built thousands of new rural communities in just a few years. With the fast pace of construction, the new community development projects pursue short-term performance, resulting in a waste of public resources.From the user’s point of view, paper uses POE to evaluate the new rural community public service facilities built environment, in order to understand the residents’actual use of public services and feedback information, and Contrast the expected goals with the design goals probing the problems of the Chengdu Plain new public service facilities,and pose the corresponding optimization strategy.The paper evaluate the new rural community public service facilities from residents cognition, resident participation, residents. Through evaluating analysis, we find the main problems of the Chengdu Plain new public service facilities, such as the surplus office space of public administration services, repeating health Station, high monomer scale nursery facilities, the configuring of municipal utilities unsuiting economic level, unapplicable Cultural functions, dysfunctional business facilities dysfunctional, inadequate management of late.
