The report of the Ninth National People's Congress pointed out that it is necessary to implement the strategy of revitalizing the countryside.The new rural community,as the main carrier of reform and construction in rural areas in recent years,has a positive role in promoting the development of urban and rural integration.As an important part of the construction of new rural communities,public service facilities directly affect the living service experience of community residents and the stable future of community development.In 2007,the first national new rural community construction work symposium was held in Qingdao.As the first batch of new rural community construction pilot cities,Qingdao has achieved a lot of results after nearly ten years of new rural community construction.However,the configuration of specific public service facilities,whether to effectively play the role of public services,and meet the needs of community residents for public services,needs to be tested and evaluated on a quantitative level.Firstly,it sorts out the literature research data such as the development process and configuration evaluation of rural public service facilities at home and abroad,and initially establishes the performance indicators of the new rural community technical specifications in three levels of the country,Shandong Province and Qingdao.The new rural communities that have been built in various districts and cities in the city have continuously improved the questionnaires and evaluation indicators system.Secondly,the analytic hierarchy process(AHP)is selected as the performance evaluation method for public service facilities allocation.According to the "Technical Guidelines for the Construction of New Rural Communities in Qingdao",the main impact factors of public service facilities allocation are classified and classified,and a multi-level evaluation model is constructed.And the data is summarized and calculated according to the steps,and the hierarchical structure,the construction judgment matrix,the calculation weight and the consistency test are successively carried out,and finally a more fair and objective evaluation system and index weights are obtained.Finally,ten typical new rural communities in Qingdao were selected as samples for scoring.From the quantitative point of view,it compares and analyzes the performance of public service facilities in different types of sample communities,and visually shows the actual situation of the configuration of public service facilities in the new rural communities in Qingdao.Combined with the sample community to analyze and summarize the problems existing in the configuration of different types of community public service facilities,and propose targeted optimization measures and configuration recommendations.Through this research,it is found that in the performance scores of public service facilities allocation of new rural communities in Qingdao,the community of small towns is the best,which is 76.65 points;the second is the functional area integration type and the leading enterprise-driven community,respectively 76.60 points and 73.84 points;while the urban-rural transformation and central village-integrated community allocation scores were lower,69.59 points and 69.41 points respectively.Residents of the new rural community attach the utmost importance to health facilities,followed by educational facilities.In the configuration of various types of public service facilities,the level of configuration of pension facilities,commercial gold and postal facilities and municipal facilities is further optimized and upgraded compared to other facilities.This study constructs a performance evaluation system for the allocation of public service facilities in new rural communities,and evaluates and summarizes the allocation of public service facilities in new rural communities in Qingdao.This expectation will play a certain reference and reference for the development of new rural communities and the allocation of public service facilities in the future.
