ATSE (Automatic Transfer Switching Equipment), as an executive component of emergency power supply in the electric power transmission and distribution system, is to make the power supply after a power failure automatic conversion to another spare trouble-free power. So, it can ensure important load operate continuously and reliably. The PC class ATSE is a kind of double the power switch dedicated switch electrical appliances, which is widely used in some important places.Currently the intelligent controller functions of PC-class ATSE designed and produced by domestic and international manufactures are non-optimal route selection. But in these important places which need continuous and high quality power supply, it still needs the preferred choice of power supply circuit. Especially when the lower load is an important subordinate valuable equipment, it still needs the protection of inverse time setting in a certain range of over current to prevent equipment failure to expand. In this paper, the design of the new intelligent controller has the additional function comparing besides common function. It can realize the preferred choice of power supply, the realization of inverse time over current protection in lower load and optimization design of the whole control circuit which can enhance the ability to resist electromagnetic interference of the controller.(1) Based on the monitoring of the harmonic parameters which can reflect commonly used power supply and standby power, the comparison of electric energy quality of two way can be made. Through the parameters of data sampling, and then analyzing the harmonic detection of power supply line by Fourier transform(FFT), determining the corresponding transformation by THD calculating for the two power supplies, the corresponding control circuit and control program can be designed.(2) Base on load current sampling, the controller can monitor current of load fluctuation. Inverse time protection activity limit can be calculated by a single-chip characteristic curve mathematical model and be saved in EPROM memory of controller which implement over current protection of loads.(3)Due to the additional function of intelligent controller, the corresponding control circuit of PC-class ATSE will increase, which makes the whole control circuit more complex. So, it needs wiring optimization design for the whole line, to increase the anti-interference ability of corresponding electronic components. At last, the intelligent controller requires EMC test to meet the national standard-requirements.The design of the new intelligent controller has the additional function comparing with that in the current market. It makes this switch electrical power lines with a merit-based selection of functions and inverse-time over-current protection function, which can strengthen the protection of major equipment in important places. So, this new intelligent controller can meet the market demand and fill the market blank, it will be more powerful and have broad application prospects.
