Especially after the accident of" Yong wen line 7.23", China Railway Corporation, the Railway Bureau and every station put the safety work on the top priority. What’s more, minister Sheng Guangzu put forward "Three never, three consensus, three priorities among priorities, three hard rules" so as to guide the railway bureau and stations. Dispatching command is in the unified leadership position of transportation production. How to dispatch scientifically and rationally and ensure the safety is worthy of our study.Security and Economic are inseparable. The economic benefit is always the priority in production activities. The unit of measurement of railway transportation is the ton-kilometer and passenger-kilometer. Dispatching is the commander and coordinator in the trendy of railway freight reformation. Its plan play a important role on the transportation organization efficiency, benefit, efficiency. Therefore, how to maximize the completion of the ton-kilometer and passenger-kilometer through the fine scheduling, scientific scheduling is worthy of our study.People are the main body in transportation production. Railway pursues the harmonious development. Overwork is inevitably existed in the actual production.
