The North Sea Route is a new traffic lane,which has been cultivated in the latest year. This international trade channel connected the Far East and the north Europe countries. The route’s exploiting will make north Chinese ports develop rapidly. This impotant route will be an stategy traffic lane for Chinese economic interest Recently,chinese research ship “Xue Long”has been carried out research work few times within this area,Chinese merchant vessel “yongsheng”also went through this route successfully in the year 2013,which marks a monment in Chinese marine navigation. But this area filled with uncertained risk. Chines MSA organized experts coming from college, classification and meteorological organization capable to collect files to edit a new guide on Arctic navigation. In order to reduce risks of navigation in this area.the maritime department and research institutions are deploying new technologies and regulatory to improve service capability.Arctic traffic lanes involves risk factors in the field of ship building,maritime search and rescue, maritime supervision, and also cultivation of crew, etc. Analysising and evaluating risks of merchant ships sailing on the high risk area through collecting expert opinions of relevant department.This paper studies and analyses the environment and traffic lane on Arctic. FSA process is one evaluating approach Chinese MSA recormed to use in vessel traffic waters. It is also one costitude and system way to solute a few factors in one complex field. This paper uses this approach to analysis the Arctic navigation environment.Using method of fuzzy comprehensive evaluation,to determine the degree of each risk, by using the methods of brainstorming in the complex waters, which can identify the risk of the weight by using the AHP theory. As for the Cost Benefit Assessment, for property and environmental benefits, analysis is relatively complex, here only benefits compared with other conventional routes, this also need to further explore.First, it analyses nature circumstances around the route. Then risk resource will be displayed in different categories. Above all, the navigational background and risk prevent measures are collected by scientific research ship “Xue Long” and merchant vessel “Yong Sheng” By using the method of AHP to applied on the assessment system, a approach for a designated area risk level assessment then established. Finally,as result after evaluation,the nature environment has high risk to the avigation,relevant recommendations be sumed up to reduce risk and improve the navigation safety measures.
