With the rapid economic development in Jilin Province, car ownership has been rising sharply and highway traffic increasing steadily. Besides, peak traffic in some sections has been close to or even beyond the original design capacity. Jilin Province is located in the northeast central plains, whose temperature difference between winter and summer is up to 60 Celsius. Bad weather seriously affects the life span of the road. With a large number of vehicles passing through, Jilin Highway diseases occur frequently. Currently, Jilin Provincial Expressway Administration faces many problems, such as inadequate maintenance funds, lack of testing equipment, behindhand detection means, highway disease’s not being found in time, road closure resulting from highway maintenance.In support of "Highway disease NDT" --- one of the projects of Jilin Provincial Expressway Administration, this paper proposes an easy patrol car with a low cost should be assembled and installed by making use of idle vehicles and purchasing detection parts. It is hoped that such kind of patrol cars can help detect diseases of pavement and subgrade of highway synchronously. Characteristics of the same disease picture have been analyzed using three filtering methods picture noise reduction processing. By comparison, the stationary wavelet thresholding algorithm is selected for image filtering as pavement disease treatment. Considering the actual situation of Jilin Expressway roadbed, it is identified that a sophisticated way --- GPR is used for testing roadbed disease. After a simple inspection car is assembled, an actual testing is performed from K0 to K40 of ChangJi Expressway. By an experimental comparison between simple inspection vehicles and advanced inspection vehicles, accurate measurement data is acquired. Thus, a simple inspection car, which can be used both on the pavement and in the roadbed disease detection, proved fully able to meet production requirements of Jilin Provincial Expressway Administration. What’s more, it is validated that the original idea is entirely feasible. In addition, through the application prospect of simple inspection vehicles, the essay shows that if the device can be universal applied, not only will huge economic benefits be brought, but also good social benefits will be brought. Therefore, it has some promotional value.
