Urban underground pipeline was the city’s "lifeline", and an important foundation upon which the city’s survival and development. The comprehensive management of underground pipelines in Jinan must be studied in order to ensure high efficiency and high quality operation. In this paper, the feature of the underground pipelines in Jinan Province was studied.In this paper, the study of underground pipelines was made a presentation on the basis of the current situation of urban underground pipeline in Jinan province. There were eight characters of the pipeline:data was unclear, frequent accidents, road mining frequent, disaster weak capacity, diminishing space resources, complex management system, management regulations and standards were not perfect, and so on. Then based on these eight characteristics, analyzes a series of problems that exist in the management of underground pipeline, such as the existence of management based on vacancy, offside, the phenomenon of cross-management and management operations in various stages exhibit problems. The causes of these problems wsa complex:thinking and understanding of bias, inadequate legal basis, management division severe level management functions are unknown, the challenge brought by pipeline management market, backward management and so nourish Jinan urban underground pipeline management now some drawbacks.Based on above study, the paper described the provincial innovative building-the introduction of underground pipe gallery. After combined with advanced experience in Hangzhou, Shanghai and other cities, we made recommendations on planning decisions, production, construction, operation and maintenance and other aspects.
