How to protect and improve the environment by the widespread attention of the society. In the country to control environmental pollution of environment, Construction of high energy consumption should be contained, to contribute in terms of green environment. Public buildings stand out in terms of energy consumption and social influence, more should take greater responsibility in the aspect of improving the environment, promoting green sustainable construction and rapid development. In view of the development direction of green public building in our country, relevant government departments proposed to the public the importance of green evaluation. In this paper, on the basis of the perspective of government public building green evaluation framework.First of all, in this paper, expounded the concept and characteristics of public buildings, as well as the development of the green public building in our country; For foreign public building green evaluation system of development, use and characteristics are introduced; Green evaluation system of domestic public buildings are analyzed and compared with foreign evaluation system, public buildings of China green performance evaluation system is not only focus on building environment, is also considering building service and social economy.Second, according to the theory of system engineering method and the characteristics of public buildings in China, for the construction of public buildings, the green evaluation index system should follow the principle and construction of attention to the problem are illustrated; Considering China’s green building evaluation standard in the field of public building green evaluation is insufficient, the advantage of draw lessons from foreign green building assessment in public, analyses the index selection of content and level of the framework, public buildings constructed in this paper, the green evaluation system.In the end, given in this paper, the characteristics of public building evaluation index system of green, by using the principle of analytic hierarchy process and the structure entropy weight method, based on the expert investigation method to obtain data on evaluation system of empowerment, and delimit the construction level of green; Using the empirical case to public building green evaluation system of this paper parsed, show that the system both in theory and has guiding significance in practice, Points out the disadvantages of the system, and puts forward the Suggestions for improvement.
