At present,China's existing building area is 61.3 billion hectares,of which public institutions have an area of about 1 1.3 billion square meters.Most of the non-green "stock"buildings have some problems,such as high level of resource consumption,large environmental impact,urgent need to improve the working and living environment,and the use function needs to be improved.With the aging of public institution buildings,green transformation is imperative.Whether the effect of the green transformation project achieves the expected goal,whether the investment benefit is ideal,how the efficiency of operation and management is,and whether the sustainable development of the building is really realized,all need to be considered through the post-project evaluation.In this paper,the existing public institutions building as the research object,in view of the existing public institutions building green transformation comprehensive operation effect,the establishment of existing public institutions building green transformation evaluation system and evaluation tools.Based on the basic theory research of post-green reconstruction evaluation of existing public institution buildings,combing relevant national standards and documents,and according to the characteristics of existing public institution buildings,an evaluation index system for post-green transformation of existing public institution buildings is established,which covers seven aspects:planning and construction,structure and materials,HVAC,water supply and drainage,electricity,operation management and improvement and innovation.The evaluation index system of existing public institution buildings after green renovation has three stages,including seven first-level indicators,34 second-level indicators and 124 third-level indicators,including 30 control indicators and 94 quantitatively and qualitatively accessible indicators.This paper calculates the weight coefficients of evaluation indicators after green renovation of existing public institution buildings by using the weighting method of combining subjective and objective methods composed of analytic hierarchy process and maximum deviation method;establishes the index hierarchical structure model,constructs the judgment matrix according to the feedback results of expert questionnaires,calculates the consistency ratio of the judgment matrix,determines the weight of each expert,and records the results of expert scoring and expert weight coefficients.Yaahp software is used to calculate the results of importance weight,and the weight coefficients of evaluation indicators after green renovation of existing public institutions are obtained by combining the multiplication of importance weight and classification weight.In the construction of evaluation system,given the evaluation method and grading of evaluation system after green renovation of existing public institutions,the evaluation method and grading standard are established according to the index grading method and grading standard.Indicator scoring rules.Based on VB language,the post-green reconstruction evaluation tool for existing public institutions is developed to realize Internet operation,which makes the application of post-green transformation evaluation index system for existing public institutions more convenient and flexible,and better promotes the development of existing public institutions;the program code is compiled by Visual Basic 6.0 software,and the post-green transformation evaluation of existing public institutions is established.The evaluation system completes the functions of information input,index evaluation,comprehensive calculation and result display,and evaluates the effect of green renovation of an office building in Hohhot by using the new evaluation system to verify the rationality,effectiveness of the evaluation system and the accuracy and practicability of the evaluation tools.With the arrival of the era of post-evaluation of green buildings in China,a complete post-evaluation system is urgently needed to evaluate comprehensively the effect,operation efficiency and staff satisfaction of the reconstruction.Today,with the continuous development of buildings,the research on post-green reconstruction evaluation system and evaluation tools of existing public buildings will lay a good foundation for the development of green transformation of existing buildings in China.
