Facing the increasingly serious problems of environment and energy, the new energy and new energy products with the characteristics of high efficiency, energy saving and less pollution urgently need to be promoted. The car as people’s daily life essential transportation tool, not only consume a large amount of oil but also cause serious pollution to the environment, so we need to reform. The electric vehicles having a "zero emissions", low noise and high energy utilization rate and other advantages, are an important way to solve the problems of environment and energy. However, in order to promote the technology of electric vehicles, it is necessary to improve the infrastructure to support the development of electric vehicles.The most important action is to construct the charging stations and the first step is to select the sites of charging stations.According to the charging station location problem, the author did a series of research. Firstly, by reading a large number of domestic and foreign literatures, acquired a profound understanding of the charging station location characteristics and location theory. Analyzed the influence of the key factors on the location of the electric automobiles, established the evaluation index system and the model for location of electric vehicles, and primarily selected the candidate points by a fuzzy AHP method.Secondly, built a double objectives model based on the lowest cost on the basis of last step, the upper-objective function aimed at minimizing the cost of construction and operation management cost, the lower-objective function aimed at minimizing the users’time spent on getting to the charging station and waiting. The author considered three variables in the model. First, the construction cost functions with the variable of the number of the charging machines; Second,the variable of the shortest distance between each demand point to the charging station candidate points; Third, the waiting time expectation function with the variable of the number of the chargers. Then, to solve the model with the genetic algorithm.Finally, verified the model and the algorithm with the practical example of electric vehicle charging station site selection of Linyi, proved the correctness of the model and algorithm.
