With the rapid development of power network technology, the unattended substation, the centralized monitoring mode has become the trend of the power grid operation and management. Substation monitoring system to provides detailed and timely information to the station end equipment operation and dispatch personnel, and it is the control center for safe and stable operation of the substation. How to make transformation of the old substation monitoring system safly, efficiently and scientifically is of important practical significance.In this paper, based on the transformation of unmanned substation monitoring system real-time and safety departure, to enhance the real-time data transmissionand the solution of the engineering construction is made systematic analysis safety,the strategy and performance acceptance test method.First of all, for the unattended mode, the architecture, main function, the current mainstream data transmission means of substation automation system are discussed. In particular, of 500kV control center of Hunan province remote monitoring system structure and control station monitoring systems are made classification the data communication and technology parameter.Secondly, combining the unattended substation 500 kV Fuxing of Hunan reconstruction project,aiming at the complicated condition of engineering system, the substation monitoring system operation condition and transform constraint conditions and the existing problems in the conventional transformation method are analysed, three kinds of solution strategy are put forward. Through performance evaluation, advanced remote device coordinate transition is selected as construction scheme, the problems existing in conventional transformation method construction including low safety and reliability are soluted, and construction risk prevention, the modification of the unattended substation accident emergency measures are summarized.Lastly, In view of the blind area of performance test for domestic monitoring and control system reform under extreme conditions, the avalanche model recommended by IEC standard is applied for simulating the data flow under serious fail condition in Fuxing substation. The simulation results verify the fitness of the model and date under the actual substation fault. The method has good convergence. And the test results proved that the CSC-2000 monitoring and control systems in transformed Fuxing substation has reliable performance under extreme conditions.
