In the recent two decades, with the growth of population and development of economy the service function of watershed ecosystem and water environment has represented a trend of being weakened. In order to solve this problem, this paper systematically analyzes the quantification of ecological compensation standard of basin water environment, relying on the project of National Natural Science Foundation “Research on the Ecological Compensation of Basin Water Environment Based on Ecological Economics and Total Amount Control of the Pollutants”. With Xiaohonghe River basin in Zhumadian City as the case, a case study is conducted on the quantification of ecological compensation standard of basin water environment. The main research contents and results are as follows:(1) Analysis on the ecological compensation mechanism in the basin. From the perspective of ecological economic system of the basin, this paper analyzes the process of water intake, drainage and consumption between upstream and downstream as well as the process of natural precipitation. It clarifies the ecological compensation mechanism in the basin and figures out the ecological compensation relationship between upstream and downstream in the basin. Starting from the relationship between the amount of discharged pollutants and the water resource value of ecological economic system in the basin, this paper discusses the relationship between ecological economic value of water resource and ecological compensation mechanism in the basin. It lays a theoretical foundation for establishing the quantitative model of ecological compensation standard in basin water environment.(2) Establishment of the coupling model of TPC-WRV. Based on the heterogeneous characteristics of various areas, the basic set of indicators are sifted including population, economic structure, producing level, pollutant control level and water environment. The approach of chromatography analysis is adopted to sift several indicators and build the indicator system of total amount distribution. Information entropy method is used to establish the model of total amount distribution of pollutants. The establishment of the model of water resource value: selecting proper indicators based on the three main attributes of water resource, building the indicator system of water resource value, and building the model of water resource value, according to indicator system, by means of fuzzy comprehensive evaluation.According to the model of total amount distribution of pollutants and the model of water resource value, with the amount of reduced pollutants and water resource value considered, the quantitative model of ecological compensation standard in basin water environment is established.(3) Case analysis: a case analysis on the Xiaohonghe River basin in Zhumadian City according to the above model. Based on the model of total amount distribution of pollutants, the model of water resource value and the quantitative model of ecological compensation standard in basin water environment, this research calculates the total amount distribution and water resource value of the main pollutants(COD and ammonia nitrogen) of Xiaohonghe River, Zhumadian City from 2008 to 2012, and then makes an ecological compensation standard in basin water environment. Meanwhile, by using GIS and SPSS, this research analyzes the change of ecological compensation amount and the influencing factors of it. GUI design, based on the quantitative model of ecological compensation standard in basin water environment, makes the software integration about the model of ecological compensation standard in basin water environment and designs graphical user interface.
