In recent years, with a large number of nonlinear, impact load were used, the power quality problems such as harmonic, voltage sag have brought huge economic losses to power users, and led to a more serious test for power supply departments to ensure the power quality. High quality electric power has a fatal significance for guaranteeing electric devices’ safely and economically operation, improving products’ quality and guaranteeing normal life of the residents. In view of the power quality problems, combined with domestic and foreign theory and results related to power quality index detection, integrated the advantages and disadvantages of the existing power quality detecting device, the power quality monitoring and recording device was designed. Paper structure is as follows:Firstly, the article has summarized the concept of power quality, classification and reasons, standard at home and abroad and power quality detection, compared and analysised the current problems in all kinds of power quality detecting instrument. Then, according to the national standard this paper introduces the concept of the various power quality problems and indicators, the power quality detection and analysis method was given with IEC standard, the research summarizes the detection index and the calculation method of the power quality for power quality detection device design provides a theoretical basis and guidance algorithm.Hardware, combined with the design target,the paper has determined the system structure of power quality monitoring and recording device, designed the 32-bit floating-point DSP TMS320F28335 as core processor of the hardware circuit, including the voltage current sensor unit, frequency detection and synchronous sampling circuit unit, modulus conversion unit, a processor unit, clock unit, Ethernet controller, usb controller, storage unit and the wireless transmission unit, etc.Software,DSP control calculation program was developed using C language in the development environment CCS v4.12 DSP, this paper mainly introduces the DSP main program, appearance, synchronous signal abnormal interrupt subroutine, anti-fuzzy SCI receiving interrupt subroutine, Ethernet controller initialization program and USB controller, etc.Experimental results proved that the design project was effective, and shown that system functions and indicators have achieved design goals proposed in this paper.
