An Innovative Study Of Intelligent Urban Collaborative Planning Based On An Assumption On Coordinated Six Kinds Of Planning

Since the 1990s, the information and communication technology, represented by the Internet, have experienced a rapid development on a global scale. Cities all over the world presented trends in developing towards the information society. During the information age, cities gathered a massive explosion of information, which opened the era of revolution and brought significant changes in life, living, working, recreation and even in way of thinking. At the same time, with the broad application of Internet of Things, Cloud Computing, Wireless Remote Sensing and etc., people are welcoming the dawn of the smart city age. As a result, urban planning and designing of the future smart city has become the focus of attention. Smart city needs comprehensive planning, from depicting itself by information and intelligent technology to integration of various fields, departments, groups and etc., and requires intelligent urban-rural planning system to coordinate various kinds of planning in order to realize the sustainable construction and operation of the smart city.Entering the glorious days of the twelfth five-year planning of construction, the third round of Chinese land planning has been promoted and a new round of planning is developing rapidly under the background of lacking of guidance on developing cities and regions intelligently. Meantime all government levels have propounded proposals for improving the planning system and for achieving their goals of ’working in one blueprint’. Collaborative planning has become the main works of local governments and has been orderly conducted in practice. The most interested problem of the current urban planning is how to realize the guidance on various kinds of planning so that they are operational practical. This brings intensive requirements for improving the coordinated planning from new footholds by means of new methods and technologies.Based on the statement above, this paper presents the intelligent urban collaborative planning in three aspects:the system architecture, the mechanism analysis and the platform construction. Firstly, the multi-kind-of-planning system is analyzed, the development direction of the collaborative planning is pointed out by presenting the necessities and possibilities and the concept of the intelligent urban collaborative planning system is proposed. Secondly, the guiding ideology is clarified by means of the concept and the direction of collaboration, the procedure of the collaborative of the six kinds of planning is analyzed in detail from the perspectives of the data, the business and the system, the relations in the six kinds of planning are established by the major characteristics and by the boundaries and the concept and the ways of the collaborative planning are discussed. Finally, the platform (constructed with the basic data platform, the systematic function platform and the planning management platform) for the collaborative planning of the smart city is architected in terms of concepts and frameworks. By means of the platform, we study the implementation strategies of the collaborative planning to enrich its content, explore the methods of developing the smart city theoretically and technologically and provide a reference for the future intelligent urban planning. This thesis is organized as follows:Chapter 1:introduction. This chapter includes backgrounds, significances, objectives and methods. Based on the concept of ’multi-kind-of-planning collaboration’, the significance of the intelligent urban collaborative planning is analyzed under the current situation and the research framework is established in this chapter.Chapter 2:theoretical principles and literature reviews. On the basis of the related theories and researches on the system, the mechanism and the practice of the planning coordination, the existing overall frameworks of research on the urban collaborative planning are summarized and limitations and challenges are put forward.Chapter 3:research on the system of intelligent urban collaborative planning. Firstly, the necessities and possibilities of the collaborative planning are analyzed from the aspects of problems, policies, technologies and etc. and then the innovative study on this topic is introduced. Secondly, research on the mechanism of intelligent urban collaborative planning. The guiding ideology, the relation establishment and the ways of coordination are analyzed to construct the coordinated six kinds of planning by means of the trilogy of data docking, business collaborating and system architecting.Chapter 4:construction of the platform of intelligent urban collaborative planning. The planning sharing platform is built based on data and the application procedure of the intelligent urban collaborative planning is studied to enrich the content and to improve the smart city construction.Chapter 5:conclusion and discussion. The main achievement on the intelligent urban collaborative planning is summarized and the existing challenges and the future work.
