With the acceleration of urbanization progress in China, city area expanding and citizens’travel demand increasing, therefore traffic congestion problem in cities grows.One of the main solutions to the problem is to build bus rapid transit system. Nine of the 11th session of Chengdu municipal party Committee has put forward the’Five Impetuses of the City’strategy, which requires the implement of’transportation priority’. In the progress of ’transportation priority’, a’double ring’rapid transit system will be established, which consists of the 2nd elevated ring rapid transit system that operates in May,2013, and metro line no.7 that starts to run in 2017. The ’double ring’ rapid transit system will certainly affect the urban traffic pattern of Chengdu largely. This paper provides quantitative policy basis for reasonable usage of the ’double ring’ rapid transit system, by establishing discrete choice model to analyse the effect of the’ double ring’rapid transit system to traffic in Chengdu from the perspective of citizens’travel choice behavior.This paper analysed the functional properties of the circular rapid transit system qualitatively and designed the survey plan of citizens’travel choice behavior (revealed preference data and stated preference data) based on the’double ring’rapid transit system in Chengdu. Then established discrete choice models separately based on revealed and stated preference data, solved the models and verified the models’rationalities.By using the results of the discrete choice model based on revealed preference data, and analysing the relationship between the BRT choose probability and 3 key factors (in-bus time, walking time to the station and to the destination after debus), this paper sought functions of the 2nd elevated ring bus rapid transit in traffic system of Chengdu, and found out that the 2nd elevated ring bus rapid transit had a great influence on separating passenger flow of long distance and short distance and serving passenger flow along the ring, while it lacks function of transferring conventional public transit. In the end, the paper provided quantitive basis to help to improve the service level of BRT and BRT choose probability.By using the results of the discrete choice model based on stated preference data, the paper predicted that metro line no.7 could have significant influence on BRT choose probability. When origin was set as Southwest Jiaotong University area and destination was set as Shuangnan area, the BRT choose probability droped from 33% to 20%. Furthermore, the paper analysed the influences of changing in-bus time and cost on the BRT choose probability, and found out that raising the metro ticket price and shorten in-bus time could improve the BRT choose probability, when metro ticket price is set as 5 yuan and in-bus time is shortened as 20 minutes, the BRT choose probability can reach 30%.
