Goods loading and reinforcement is a very important aspect in the process of transport of goods. Designing the goods loading and reinforcement diagram speedily and reasonably is very significant for protection of transport security and improving transport efficiency. In practice, When the Chinese railway staff load and reinforce goods on the car, they will design the programs just follow " stereotypes of goods loading and reinforcement plan" (hereinafter referred to as "fixed plan"). "Fixed plan" contains plans for common goods. However, with the development of market economy, a variety of goods with complex shape and size emerge constantly. "Fixed plan" has been unable to meet the current needs of goods loading and reinforcement. The railway staff need to design loading and reinforcement plan for the new goods by their experience. Among these new goods, goods with exceptional dimensions (GED) make loading and reinforcement very critical and difficult due to the large width and high value. Thus loading and reinforcement of GED becomes an important task.Loading and reinforcement plan consists of loading plan and reinforcement plan, loading plan is the prerequisite for reinforcement plan. Because both of the two plans making are complex work and reinforcement plan working is easy to affect by man-made factors. So this paper focuses on the decision-making for loading plan of GED.In order to solve the decision-making problem, this paper makes use of the achievement of information technology and designing for loading plan. The paper analyzes how to ensure safety when loading goods with GED. A mathematical model is established to represent the loading program. According to the safety demand, this paper designs decision-making algorithm to solve the model. For the sake of meeting the need of both safety and economic and ensuring the decision-making plan and "fixed plan" not conflicting with each other, this paper designs the lowest-cost matching algorithm. On the basis of this algorithm, this paper designs the decision-making and visualization system. This system can help make decisions and show the loading plan in 3D animation.The designed decision making algorithm can design the loading plan with the lowest transport costs and transportation safety from the perspective of the shipper. This idea will help the Chinese railway attracts shippers and expands market share. Showing in 3D visualization is conducive to computer-assisted teaching and can help workers master the expertise. This paper makes contribution to the decision-making and visualization of loading plan for GED.
