| Railway goods with exceptional dimensions are out-of-gauge goods,lengthy cargo and concentrated weight goods collectively.Most exceptional dimensions goods’ external structure has the characteristics of long,large and heavy and so on.Compared with other general cargo transportation,the transportation of exceptional dimensions goods has the characteristics of large risk,long distance,complex organization and high cost.The existing railway cargo loading and reinforcement schemes are all strictly implemented in accordance with the provisions of the "Railway Cargo loading and Reinforcement Stereotypes Scheme"(hereinafter referred to as "Stereotypes Scheme")and "Railway Cargo Loading and Reinforcement Trial Transport Scheme and Trial Transport Materials"(hereinafter referred to as " Trial Transport Scheme ").Besides,the "Railway Freight Loading and Reinforcement Rules"(hereinafter referred to as " Reinforcement Regulations")and the "Railway Overloading and Overweight Cargo Transportation Rules"(hereinafter referred to as "Overloading and Overweight Rules")are used as safety constraints to measure the advantages and disadvantages of the scheme.However,as the transportation market changes,the owner not only pursues the safety of transportation but also pursues the timeliness and economy of transportation.At this point,the railway department’s security perspective and the cost of the owner is often a pair of conflicting relations.When considering the transport safety of the goods,the railway department will neglect the transportation cost of the customers and the cargo owner will ignore the transportation safety of the goods and other related constraints when formulating the loading and reinforcement plan.This contradiction has given railway department great challenges in the formulation of loading and reinforcement schemes.Therefore,it is of great significance to explore the relationship between freight loading and reinforcement scheme and cost.In this paper,to explore the relationship between freight loading and reinforcement scheme and cost,first starting with the theory of large cargo loading and reinforcement,the paper analyzes and summarizes the factors affecting the loading and reinforcement scheme.Then the method of combining system analysis and numerical analysis is used to define the direct cost of exceptional dimensions goods loading and reinforcement as the material cost of the reinforcement materials for loading and reinforcement schemes and the change of the basic transport charges and miscellaneous fees caused by the program change as indirect cost,and use mathematical expressions to quantify it.Then,the mathematic model of cargo loading and reinforcement scheme is optimized from the perspective of reliability.The reliability between the feasible scheme and the initial scheme of cargo loading and reinforcement scheme is high and the cost reduction rate is the fastest as the objective function,this paper establishing mathematical optimization model for cost calculation of exceptional dimensions goods loading and reinforcement based on reliability.The establishment of the model takes into account the technical conditions for the transport of large cargoes and the transport safety factors,as well as the cost factors.For transport customers to provide better and more in line with the needs of transport services,but also for railway transport companies to provide an efficient,economical and reasonable decision. |
