With the speeding up of the urbanization process, the sprawl development has affected the healthy and orderly operation of the city seriously. In order to restraint the spread of this development effectively, the researchers put forward many advanced theories and ideological trends for city planning. The urban model emerged at the right moment when the researchers tried to explain the changes of the urban space phenomenon. The urban model is an important tool to assess the urban planning programs based on these thoughts, by abstracting and conceptualizing the urban system. In this paper, the paper first analyzed the shortcomings of the existing land use and transport interaction model and the trend of its development, studied the building of the urban model under its exquisite. Based on the theory of land use, transport interaction, cellular automata and system dynamics, this paper built the multi-scale simulation SD-DynaCity for land use and transport, and developed the DynaCity model based on ArcGIS Engine software environment. Finally, it analyzed the results of land use and transport by calculating an example for different scenario planning scheme. The results prove:1) compared with the trend of development, the transit oriented development is more conducive to the intensive growth of the urban land and ease road traffic congestion.2) The microscopic model DynaCity could make simulation of evolution in line with the law of development of urban land in different circumstances by using irregular cellular automata model, combining with four stage models of traffic.3) combing the great importance of the overall strategy analysis of "top-down" macro model with "bottom-up" model which emphasis on individual behaviors, to accord with the general law of development of city and people-oriented urban planning ideas.
