With the competition between container terminal becoming fiercer, enlarging the scale of production, transforming the production operation mode, and adopting the advanced scientific management become the development tendency of the container terminal to promote the competitiveness, among which the transformation of the production operation mode is the key. From the point of the system, the collecting and distributing system of container terminal is a comprehensive system which includes ship arriving, berth allocation, quay crane deployment, truck scheduling, yard planning and gate control links to guarantee re-handling of the import and export containers between the land transportation and sea transportation. To achieve the efficient connection between two links and promote the high production efficiency, by synthetically considering the relationship among the production links, the mixed-crossed production operation mode with export container random arrival has been presented and concerned by the academic and industrial circle.Under the export container random arrival strategy, the scattered piling of the export container brings many difficulties to the block choice and slot arrangement, and the different yard plan will have different influence on the yard crane handling sequence and the truck transporting route. The poor organization of the operation links and the bad connection between links will lead to the inefficiency of the whole terminal production operation. To solve the position assignment problem, a synchronous optimization method of block choice and slot arrangement with export container random arrival was presented, a two-stage nonlinear integer programming model was formulated and a two-level heuristic algorithm based on genetic algorithm was designed in this paper. The result of the numerical experiment showed that the model and algorithm could shorten the truck route, decrease the truck waiting time, and reduce the yard crane operation cost, which improved the utilization of the equipments. Compared with the single-alone production operation mode with export container lumped arrival and together piling, the optimization way of mixed-crossed production operation mode with export container random arrival and scattered piling could at least decrease the average time of truck transporting TEU by 5.98%, and shorten the yard crane operation cost by 50.19%, which improved the operation efficiency of the truck and yard crane, and promoted the ship handling speed. In addition, the export yard can achieve balanced use and the utilization of the facility and the equipments were all improved.
