Container storage space allocation and yard crane scheduling are the main problems that have a vital effect on the efficiency of container terminal yard working.Facing the scarcity of berth resources and the limited space resources and mechanical equipment resources of container terminals,efficiency dispatching of yard cranes and allocation of container space is an effective measure to avoid the congestion in the yard,which can improve the utilization of the yard in behind of the terminals.At the same time,it can improve the loading efficiency of ships,reduce the parking time of ships in port,and improve the service level for ship companies and shippers.(1)The space resources and mechanical equipment resources of container terminal yard are summarized in detail in this paper.This paper also introduces and analyzes the operation flow of the container yard.At the same time,the operated optimization problems about container yard are summarized.(2)Considering the arrival time of export containers sent to yard is uncertain,dividing the long decision time into several small decision time in order to simulate real-time present of export containers.As a result,'the solution of the export containers' uncertainty arrival time is more reasonable,the scheduling process is more realistic.(3)A bi-level programming model 'for export container location allocation and yard crane scheduling considering balancing export container pre-marshalling and marshalling is constructed.In the upper model,according to the.requirements of the ship's stowage,find a reasonable space allocating plan to the real-time present export containers that the loading time is shortest,and the space allocation plan will be transmitted to the lower layer.According to the space allocation plan calculated in the upper layer model,firstly optimized the pre-marshalling operation,and then placed the export container to the corresponding location with the goal of the shortest storage time,and then the decision results were transmitted to the upper layer.The continuous feedback between the upper and lower layer models made the operation system of the yard optimal.(4)The Improved Genetic Simulated Annealing Algorithm(IGSAA)was designed to solve the model,that the quality of the initial solution of Simulated Annealing Algorithm(SA)was improved by adding a process of Genetic Algorithm(GA).IGSAA not only overcomes the defect of GA,easily falling into the local optimal,and also overcomes the defect of SA,slow convergence speed.At the same time,an adaptive Metropolis strategy is added to make SA more directional in order to get an optimal solution faster.(5)To verify the performance of IGSAA,the lower bound of the original scheduling problem is given.In order to verify the effectiveness of the scheduling strategy,a comparative analysis is made on different scheduling strategies.The experimental results show that the IGSAA designed in this paper has a good performance.The proposed strategy significantly optimizes the operation efficiency of the export container yard and provides a new theoretical approach for the multi-resource integrated scheduling optimization of container yard.
