Reconstruction of the village is the need of city modernization, and also the important content of the construction of city. Reconstruction of the village project construction investment is all expenses, the investment required to complete the development and construction of real estate products in development period mainly include: land costs, pre engineering costs, infrastructure costs, construction and installation engineering costs, management costs, sales costs, financial costs, taxes, and other costs of development period of unforeseen expenses etc.. As the real estate market warming, construction materials and equipment prices continue have rased recently, will directly increase the cost of the construction; in addition, the construction management problems will also cause increase of construction costs. Project investment mainly occur in the construction stage,in which often happen the waste. Therefore, the employer in the construction phase of the project cost management must start from strengthening the contract management, project management and construction site management, put an end to waste of investment. According to the analysis of the causes of the construction cost, obtained that the contractor construction stage cost control measures.One of the factors leading to out of control of the construction phase of the project cost management is the constructor fails to establish a comprehensive and effective project cost management system. At present, many constructors for the project cost management is lack of systematic comprehensive understanding, and the lack of method, the whole process cost management ideas and techniques on real significance, has not really established a comprehensive cost management system effectively and failed to realize the entire process of project cost. And the budget and settlement estimation, most of the basic construction project the project adopts segmented mode and method of management, coupled with the construction units generally for the construction of new technologies, new processes and new materials such as a lack of understanding, leading to the engineering technology and project cost control with not enough, resulting out of control.As the employer, the central task of the construction project is to achieve project objectives. According to the model project of the cost dynamic control of the construction phase of the project total cost management theory, dynamic cost control model in the construction phase based on the contract party is founded. According to the characteristics of the cost structure and costs incurred, based the quantity list valuation the project cost undered; applying the principle, earned value and work breakdown structure is used to perfect measures of project cost control, in the construction stage, the valuation structure, are studied, to construct model of dynamic control of construction cost in the construction stage. And in the model of a case of a village as an example they are calculated and analyzed, and get the countermeasures.
