Study On Dynamic Control Of The Highway Cost In The Construction Phase Base On The Earned Value Management Principles

Road infrastructure in China as playing an important role, but the cost of highway construction projects has been without an effective solution to control and therefore control the method of cost has been an important research topic to many scholars.The current methods of project cost control of construction phase usually are the routine of the amount of audit work,settlement progress payments,approval of change orders and visa debit and so on, basically are static control methods and remedial measures.This paper presents a dynamic control method based on the Principles of earned value to control the cost of construction phase, On the construction phase of highway construction projects focus on cost control and monitoring pre-and the method is truly dynamic control of costFirst of all,the pape describes the basic tasks of project cost management and process phase of the construction project cost control, analysis the need for cost management and the control principles of the construction phase,illustrates the method of dynamic control in the pape, and how to clear the objectives in cost control.Discusses the dynamic control and the cost of pre-control,the cost of supervisionand control,and described the dynamic control of thoughts and ideas in this article.Secondly, analysis the project characteristics suitable to the Earned value through the theoretical of Earned value studying .Pre-control the costs of contruction phase of highway contruction by the Earned value.Application the described steps and take appropriate corrective measures to correct the deviation. Meanwhile, propose based on to control the cost.Analysis the cost performance of an example by the traditional earned value method and the earned value II and prove that it has good practical value on the cost of dynamic control of the construction phase of highway construction.Finally,Control the cost of the key factors that influence the cost in the implementation of the cost of pre-control,select the engineering change as a key factor to cost-foucused monitoring by analysis of the factors.Analysis the factors of engineering change and categories them, describes the principles of the engineering change and the strategy to the asymmetric Information in the engineering change management,uses the fuzzy math to quickly estimate the cost of the engineering change, and verify its accuracy and practicality by an example.
