The problem of water resources with human development and utilization of water resources sustainable development has been the focus of researchers around the world, especially in twentyfirst Century, the rapid development of economy and the increasing of population, rapid development of agriculture and industry, the original has been the shortage of water resources problems become more prominent, the population, resource environment and economy coordinated development is the ultimate goal of the scholars have been pursued.To realize the sustainable utilization of water resources, water needs to be efficient use of resources, recycling and water resources optimization allocation of water resources are organically combined, which is the key to the optimization of water resources allocation. Water resources optimal allocation of space between the need to model a large number of data, appropriate, and the appropriate solution, in order to ensure the group comprehensive benefits, solve the problem of water resources optimal allocation of space imminent.Collate and research that the spatial information system and water resources optimization allocation model and other related theories, proposed building a model of thinking, method of coupling configuration is the application of spatial information system and the optimization of water resources, construction of water resources optimal allocation model of spatial information system, the model has multi-soruce water(surface water, groundwater, reservoir) many users(residential and services, agricultural production, industrial production, environment), multiple targets(economic, social, ecological), multi constraint(water quality,water quantity, water environment and ecological index, water quantity balance, water quality balance), multi level characteristics.To maximize comprehensive benefits as the objective function, and the comprehensive benefit of objective function is transformed into three sub objective functions, namely, economic benefit)(1xf, social benefit)(2xf, ecological and environmental function)(3xf,)(1xf maximum value,)(2xf and)(3xf minimum value. And to solve the combinatorial optimization problem with ant colony algorithm commonly used in GIS, is used to solve the model, the optimal allocation of water resources calculation scheme. Taking Sanjiang plain as the study area, in 2010 the water resources allocation and reconstruction, to test the feasibility and the effectiveness of the model. Predictions the water resources for 2020,2030, including water demand prediction, water supply capacity. The application of information system for water resources optimal allocation model to optimal allocation of water resources for 2020 and 2030, the optimized allocation scheme.Finally, in order to be able to see the water resources management of water resources optimal allocation process and results clearly, through the GIS drawing information allocation model of regional water resources allocation of space, the results visualization, spatial optimization allocation of water resources of the regional information system is analyzed, and the results are scientific and reasonable,give countermeasures and suggestions. Research on the optimal allocation of system of perfect and enrich the basic theory and its application, implementation is of great theoretical and practical significance in the development of sustainable exploitation and utilization of water resources in Sanjiang plain.
