In the process of dealing with a large area of soft ground, surcharge preloading method of plastic drainage plate has such characteristics of reliable quality, high bearing capacity in foundation, small settlement amount after work and low cost. Thus it is widely used in a large area of soft soil reinforcement. But in the process of using the method hydraulic filling of the sea’s soft foundation, there is still immature theory in the foundation consolidation process and other factors in construction. Thus, uncertain results are obtained when using this method. This paper intends to study some of the influence factors to guide the practical application of the law in similar projects.Based on the case study of surcharge preloading method in coal storage yard of coal-fired power plant situated in Qinzhou Port, this paper summarizes the basic consolidation theories on surcharge preloading method of plastic drainage plate and the design methods and construction in treating soft-clay foundation by using this method, as well as the key points of quality control in construction. Besides, the consolidation characteristic of surcharge preloading method is obtained by analyzing the project monitoring and testing data. Moreover, three kinds of two-dimensional plane strain finite element model are established by using ABAQUS software and the difference between data obtained from the model and the field data is analyzed. Thus, factors affecting the deviation of model data can be obtained, which can provide relevant basis for similar project.The main findings are as follow:1. This paper systematically summaries the design methods and construction method of surcharge preloading method of plastic drainage plate and the key points of quality control in construction.2. Under the help of testing equipment buried on-site, monitoring data is obtained. By analyzing on-site monitoring data, the following result can be gained:water pressure of pore and the change of groundwater level increases in the process of loading, declines in the intermittent period, and goes down to the position before loading during the constant loading period. However, as for sedimentation, its downward trend tends to be obvious during the period of loading, occurs occasionally during the intermittent period, gradually decreases during the constant loading period and tends to be stable finally.3. The following result can be obtained by constructing the finite element model using ABAQUS software and analyzing the difference of data got from the model and the field:in the process of establishing preloading and finite element model, the important factor vertical seepage must be considered in analyzing, otherwise the data obtained from the model will be remote from the field data. If the smearing effect is taken into consideration, the result obtained will be very close to the field result.
