As modern tramcars becoming an excellent public transportation, it has been developing rapidly in recent years. In many cities of our country, there has been planned a large-scale tramcars network. With the development of tramcars operating system, vehicle maintenance & dispatch work tends to having huge workload and complex information, an information system which for vehicle maintenance & dispatch can offer effective solutions for the decision makers. At present, in the cities which had already operate tramcars, most of them just using simple information management system, departments using separate systems, can’t aggregated and shared information, what these systems do are just record. Working out maintenance plans still rely on manual calculate, as the increasing number of vehicles and more complex road conditions, it can’t be coordinated, most likely to cause unreasonable plans, excessive repair or penurious repair, lack an information technology solutions for the daily workflow of car depot.This paper analyzed the tramcars maintenance & dispatch modes, concluded that our tramcars network should automatically make the preventable repair plans, the car depot processes by B/S structure, communicate with each other between the various departments, improve maintenance efficiency and save maintenance costs.Firstly, according to the current state of the tramcars vehicle maintenance, proposed that should consult the vehicle update information and the actual job requirements to realize information technology, and improve the efficiency of the work in the car depot, and ensure production safety.Then according to working requirements and functional requirements, chose the appropriate software development platform and development environment, used the stable and efficient database management tools to ensure data security and robustness.Based on selected development tools, designed main function modules. Maintenance plan management achieve a maintenance schedule in a certain period of time. Selected the required vehicle to maintenance through the schedule, to made the maintenance plan for this vehicle, arrange warehousing maintenance, breakdown repair do not need to reporting in order to saving time and directly reach to maintenance department. According to expert knowledge and the repair process beforehand to make the work package content including daily maintenance or two-monthly maintenance as maintenance mode table, and plan makers can modify the mode by actual requirement. Vehicle dispatch management is to arrange vehicle inputting and outputting solution, the repair process management is to achieve the implementation of maintenance plan, vehicle monitoring, maintenance and record data, and early warning systems is to alert plan makers noticed inventory of vehicles and materials.As the main child module, preventable repair plan management analyzed maintenance programs and processes perform, and taken into account maintenance capacity constraints, operation mode constraints, maintenance cycle constraint conditions, proposed trying to balance the daily maintenance tasks to avoid centralized repair, reducing maintenance times to improve vehicle utilization optimization goals. Based on the "Max-Min Ant System" algorithm model to solve problems, which has a high global search algorithm efficiency, can solve combinatorial optimization problem and production dispatch problem, linked the actual business and model closely. Then calculated Shanghai Zhangjiang tramcars operational data, get the preventive maintenance schedule within two weeks, nine vehicles in lines do not have identical operating mileages, we found the conclusion meet all the constraints, and can optimize the target, verify the rationality of the algorithm.Finally, according to the design needs to developed tramcars maintenance & dispatch system. It agreed the functional design of the module, and using computer to make maintenance plans, artificial ensure fault tolerance, division the responsibilities of various departments precisely, exchanged data to facilitate work flow, record of the design data precisely, the system promoted the development of information technology for tramcars depot, based on ensure the safety of generating, improving efficiency in the segment, reasonable arrangements for vehicle maintenance will save a lot of personnel costs and materials costs, has laid a solid foundation of theory and technology for car depot daily operations management.
