For the urban traffic, the study of traffic signal at intersection plays a considerably significant role. If the traffic signal timing is not scientific, it may affect the smooth passage of the intersection, and cause serious congestion. Which will finally result in accidents and bring negative influences to the entire road network. Therefore, when the traffic congestion is becoming a key problem for the urban road traffic, how to us modern scientific approach to improve and solve the road congestion problem is becoming a hot topic, which is also mainly discussed in this paper. Adaptive Traffic control System(ATS) can adjust the period of traffic light by analyzing the congested vehicles situation, which can obviously prevent traffic jam and accidents. Simulation of Urban Mobility(SUMO) is an open source, micro, multi-function tools box for traffic simulation. In this article, SUMO was used to evaluate the performance of ATS in the real-world road net.In the first part of the numerical simulation of this article, SUMO is used to evaluate investigating the congested length, average travel time and stop time, the accuracy of SUMO was evaluated. The results shows that with reasonable vehicle and road information, SUMO can give results showing good agreement with the real-world traffic situation. The significant impact on the quality of road can also be observed from the results. In the second part, JOSM was used to import the road information of Tianshui Road in Lanzhou into SUMO. Both ATS and traditional traffic light system was simulated and the travel information of sample vehicles were collected. The travel time and stop time, used in two-fluid model were introduced to evaluate the improvement on the road net quality made by using ATS. Results showed that with increasing vehicle flow, ATS can dramatically improve the overall quality of the road net. By analyzing the ratio of moving vehicle, the conclusion that ATS can redistribute the source of road net to improve the quality of traffic flow can be made. At the end of this article, the boundary condition and limitation of the two-fluid model was discussed and the reliability of the results of this article was also discussed.
