The paper analyzed the factors which cause the decrease of the market share of Beijing Railway Administration(BERA) in freight transportation, owing to the changing customer requirements. There are two ways to strengthen the competitiveness, better marketing management and optimizing internal operating flow. Diverse marketing strategies are proposed based on market segmentation. Low cost strategy is applied in lot cargo transportation, which can be achieved by constructing strategic loading point and intensification transportation strategy. Talking about construction of strategic loading point, especially for its site selection, AHP are proposed in theoretical discussion, and an example calculation of Tiancheng strategic loading point is produced. Series strategies have been proposed to guarantee the transportation ability of strategic loading point, such as railway-enterprise direct transport, rebuilt of operation flow in strategic loading point, etc. Dealing with those package freights, variation ways are proposed to accomplish transportation with quick-express and logistic service, which improve the competitiveness of rail transport in package freights.The paper point out that the improvement of rail transport should be based on the theory of logistics, which requires a customization transport plan to each customer separately. By setting more certain cargo train, freight can be delivered in time, which would solve the problem of slow and uncertainty by rail transportation. Systematic theory is introduced to help the rail freight transport to participate the supply chain management, which will offer better information communication that will achieve the synchronization, integration and optimization. By considering the requirement of logistic transformation in BJRA, the construction of intelligent logistic information system and evaluation system of service quality are proposed.
