Project tendering and bidding system in our country has developed more than 30 years.It has been proved that public tender,which can help the tenderer select contractors,is the fairest and most efficient way.The information asymmetry in the process of project bidding cause the owner cannot learn the true costs of construction enterprises.The covert conspiracy phenomenon between the supervision and the contractor happen from time to time.As a result,the contractors control most of the engineering quality and the dynamic game between the owner,contractor.supervision come up inevitable.This article bases on the realistic significance of engineering bidding strategy research.studying a large number of researches in this field at home and abroad,classifying the project bidding process as incomplete information dynamic game process. The bidding strategy can be defined as the whole process of bidding strategy control system according to the current engineering bidding system and operating rules in our country.The results of this whole process of bidding strategy control system are used to the necessary constraints of mold establishment,basing on the dynamic game theory.This article sets up the related parameters and assumptions.constructing a incomplete information dynamic game model.finding its refining bayesian equilibrium,through systematically analyzing the behavior of participants in the bidding activities.The result shows the game facing a prisoner’s dilemma.To solve this problem,this article use the KMRW reputation model research.establishing constraint inequalities,finding a necessary condition for corporation between participants in this biding.The constraint inequalities consequence expresses owners can make through some specific measures to achieve the strategy of making other participants choosing strategy which benefits the owner. This article puts forward recommended measures feasibly,after deeply analyzing the inequality results and the owner party bidding strategy based on the model.Finally, this article applies a project bidding case to verify the practicability and validity of the model test.The conclusion is:by means of judging weather the contractor can get extra income when they chose to device, the owner can urge the supervision to take corresponding regulation strategies. Also a establishment of credit system, criticizing and publishing the conspiracy between contractors and supervisions in public,stimulating reporting bribery,strictly controlling "important. vast and high profit" material,choosing high level of power supervision unit, can help the owner to make contractors and the supervision to take to the owner’s behavior.
