The Study And Practical Analysis Of Problem Of Colluded-bidding And Surround-bidding Of Project Based On Game Theory

With the rapid development of construction engineering,the construction project management level has been also highly corresponding developed and enhanced, which reflectes in the bidding system implementation and continuous improvement. It has played very important on promoting the construction of market regulation, the legal system, since the nineteen eighties early in the construction domain introduction of bidding system. Because of China’s market economic system of imperfect, restraint mechanism of imperfect, the construction market credit system of imperfect, there are some non-standard phenomenon, such as "colluded-bidding, surround-bidding" behavior. It goes against the bidding market "fair, just and open" principle, and seriously disrupts and sabotages the construction market development of healthy and orderly.Firstly, the paper analyses firstly the phenomenon of colluded-bidding and surround-bidding occurrence in bidding process, and analyses system root and enterprise behavior (such as economic origin) from the economics and organization behavior. Secondly, the paper analyzes and studies the mechanism of together-conspired bidding collusion and game relationship, establishes a game model of bidding collusion by the related theory of game theory and management theory. The game model of colluded-bidding and surround-bidding has been established. The corresponding countermeasures are given according to the game model of colluded-bidding, and surround-bidding and characteristics. Finally, the paper analyses the corresponding case. The paper also gives systematically given collusion, against and punishing measures, which combine with results of bidding game and colluded-bidding and surround-bidding. It can provide certain significance and reference values for the construction and other fields.
