Currently, the railway is in the rapid development in our country and all kinds of railway lines are very complex. Railway is developing into weightier freight, faster passengers, more convenient and more humanized service transportation. But with the rapid development of railway construction, railway emergencies occur frequently, and the emergency is a serious threat to people’s daily life and society, so it is urgent to improve the ability of emergency rescuing. The theory of railway emergency management is an important basis of to ensure the normal operation of railway transportation and scientific theoretical guidance for emergency rescuing. How to improve the emergency management theory, deal with disaster caused by the emergency effectively and prevent the event from happening, is a hot problem to solve.The paper adopts Petri nets, operational research and Markov process and combines with qualitative analysis and quantitative analysis to discuss the two questions of railway emergency plan and materials scheduling.There are many ways to research the question of work process, and Petri net is a powerful tool to build model for discrete system. Railway emergency rescue has characteristics of workflow, and Petri net theory can show the emergency rescue system with graphics and mathematical method. The paper builds a Petri net model of railway emergency plan, calculates the model quantitatively with incidence matrix, and analyses effectiveness of the model with Markov process. So this paper chooses Petri net to build model for emergency rescue system.On the basic of the current comprehensive domestic and foreign research of railway emergency plans, the paper uses the method of emergency management to research railway emergency plans systematically. Firstly, expound some concepts, such as emergency,emergency plans. Analyze the reasons, characteristics and basic attributes of railway emergency. From plan system, organizational structure and emergency decision, etc, the paper analyses warming process, rescue process and later rescue process of the emergency, and describes the content and relationship of above three stages in detail. Secondly, on this basis,analyze the key elements of every work process, construct the theoretical framework with Petri net theory, and build a Petri net model. The one-to-one correspondence is set between work content of each process and Petri net elements. Finally, explain elements of the model,and get the Petri net model of the whole rescue process.The Petri net model is simplified with the nature of Petri net. Calculate the correlation matrix and the S_ invariants of the model and analyze the model on quantities. It can transform Markov chain from the Petri nets model, and then analyze effectiveness of the model with the Markov chain, verify the liveness, reachability and boundedness of the model.Finally, the last of the paper researches the question of emergency resources allocation in the dynamic and static situation. On the uncertain rate of resources consumption, build a double objective optimization model for the emergency time and the number of supply location, design traversal search algorithm, and use the simulation example to verify the model and algorithm.
